Question

I want to send message to a phone number from my number I know that telegram bot can send message by chat id but the problem is a bot cant send message to a phone number. Is there any way to send message from a phone number to phone number by C#

The Bot API does not allow sending from a non-bot account and you cannot even initiate conversations with users. However, you may use something else to do this.

The telegram-cli project allows for command line access (or with a Lua or Python script) to interface with Telegram with a regular user account. Unfortunately, there aren't C# bindings for it.

If you want to send message from a phoneNumber to another phoneNumber
you should use Telegram API
https://core.telegram.org/api

Some steps:

1) First create your own APP_ID as indicated here:

https://my.telegram.org/auth

2) Write your own code to achieve the Auth_Key: see my explanation here:

How to implement authorization using a Telegram API?

3) Study the source code for Webogram, it is basically JavaScript, plus you will be able to add console.log messages where you need them to show you a flow of steps you need to understand how telegram works.

4) whatever development language you are most comfortable in, use it to build your own implementation of a parser for converting binary streams into TL types, that's the types that describe everything in telegram.

5) see the following log (from my modified webogram) which gives sequence of steps, after obtaining my auth_keys:
