Reduce the size of image before uploading on Java server android

Question

I want to reduce the size of large image up to 2 MB but I am fail to do this I have searched a lot of materiel from Google but I cant solved my problem. here is the code that I am using it uploads the image with its actual size but I want to reduce the size of image

I'm also face this issue in my new project. what i do to solve is: decode bitmap from file, reduce bitmap size and rotate it if needed, put bitmap back into file again, upload to server. Below is two method to do it
