Suppose an app securely writes a file using following methods. A user copies the file and pastes in the same directory on another device. Can the app read the file on the new device? I mean is the following file read/write process device-specific or not?

It is not device specific, it is encrypted with AES which is a generally used encryption algorithm and available on most systems and in most computer languages.

If the encryption key is known the file can be decrypted on the second system.
