You need call your functionality after document ready.

$(document).ready(function(){
    var win = $(window);
    ($(document).height() - win.height() == win.scrollTop())
})

Get the document height using and scroll to the bottom using .scrollTop();

 var height=$(document).height();
 $('body').scrollTop(height)
