How to use behavior_overlayTop in a CoordinatorLayout?

Question

Have been trying to use behavior_overlayTop in CoordinatorLayout child as described in Overlap scrolling view with AppBarLayout

            android:id="@+id/tab_layout"
            android:layout_width="match_parent"
            android:layout_height="wrap_content"

            app:tabMode="fixed"
            android:background="@color/tab_layout_color"
            app:layout_scrollFlags="scroll|enterAlways|snap"/>

Here's tool_bar layout:

    app:contentInsetStart="0dp"

But ViewPager always appears below AppBarLayout and doesn't overlap with AppBarLayout. Can someone please explain correct usage for behavior_overlayTop?
