Is there a way the server can decrease the number in the badge without actually showing the user with a notification?
Talking about a scenario where the user reads the message on the web

Yes. You can do that by sending badge number from the server in user info and setting it in the app. Use silent push notifications if you don't want to show notifications – Sivajee Battina May 05 '17 at 05:30
