Followed the instructions and installed Python 3.5.2 as listed at:

https://www.tensorflow.org/install/install_windows

To validate the installation I typed:

import tensorflow as tf

and got the following load of crap:

Regarding CUDA, you are correct in that if you are only using the CPU version then you don't need the CUDA parts. Anyone can download them.
