I'm trying to install Rasa Core so I installed

pip install rasa_core

...and then I tried to install the development dependencies:

pip install -r dev-requirements.txt
pip install -e 

...but I get this error:

Try below command.

python -m pip install --upgrade

https://storage.googleapis.com/tensorflow/mac/cpu/tensorflow-0.12.0-py3-none-any.whl
