I want to use a two different webpages for mobile and laptop. Is there a meta tag specifically for that, or is there a way to redirect the mobile, tablet, or PC browser to the specific webpage I want to display? All three different web pages are static.

JS Method

It seems your criteria can be broken-down based on screen resolutions. For displaying different webpages for different screen resolutions,

  1. Fix a webpage as default for large screens
  2. Run a on script on that page that redirects the document location based on screen resolution

Example:

But I guess, SEO will take a hit using this method.

You can use CSS breakpoints(use media queries), this will use the width of the viewport and apply certain styling depending on the size of the device. This would mean you would have the same HTML file for both but 2 sets of styling within your CSS file.
