Strange IIS error message cannot find f#

Question

Just gave IIS full permissions for the project, but on launch I get this error?

Could not load file or assembly 'FSharp.Core, Version=4.4.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.

not sure how helpful this will be but here is the stack trace
