I am working on a PDF downloader and library and when I make an installer of my project and complete it successfully. But when I want to open pdf file that is stored in SQL Server using binary data I get this error:

this line is 328

Dim fs As New FileStream(filename, FileMode.OpenOrCreate, FileAccess.Write)

Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.

Access to the path XXX is denied.

See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
    <system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

    Its nothing to do with SQL Server, its that you're running it in a different directory now that its live and you don't have the required permissions to write. You don't normally write files, temp or otherwise, in the program folder, there are app data folders for that. – Dale K Dec 30 '18 at 20:32

i have solved this problem

step 1: from project drop down menu - choice properties

step 2:

in Application - click view windows setting

step3:

change this line

        <requestedExecutionLevel level="asInvoker" uiAccess="false" />

into

    <requestedExecutionLevel level="requireAdministrator" uiAccess="false" />

step 4:

then click Save all and (rebuild) your project

After that you can Make your setup project with Allow access permission as administrator
