Install Docker Engine Enterprise on Windows Server 2016 fails using elevated PowerShell

Question

I'm following the instructions here to install Docker EE on a Windows Server 2016 machine.

It fails at this step:

Install-Package Docker -ProviderName DockerMsftProvider -Force

Below is the error message:

I have seen this similar post: error installing docker via powershell

However, on our Windows Server machine, we don't have Symantec Antivirus installed so I'm ruling that one out.

Just for fun, I created the directory C:/Program Files/dummyName and this is what I got when I tried running the same command:

Any suggestions?

This may be occurred by running "Docker Desktop Service". The process interrupts to rename "C:\Program Files\Docker" to "C:\Program Files\dummyName". Then the script failed to find "C:\Program Files\dummyName".

Open Service and search "Docker Desktop Service", and stop the service. Then the script might success.

The script isn't renaming the file because in error log you have shown, C:\Program Files\dummyName doesn't exist. A simple fix could be just manually making the directory, or you could edit the original script with the command New-Item (and then of course the variables and the directory name) and use that edited file for installing Docker EE on other machines.

I tried adding that directory but unfortunately that didn't work. Please see my updated question with the error output from that attempt. Also, not sure I can alter that script since that is all handled by Docker. Docker promised that all I had to do was run their simple script :) – SpartaSixZero Mar 07 '19 at 19:26
