Moving data from rows to columns?

Question

I have a dataframe with the following:

8 | Plantiff    | FNB Community Bank           |
9 | Defendant   | Sally                        |

13| Plantiff    | FNB Community Bank           |

How do I re-sort that into a dataframe like this?:
