Bootstrap isn't working on my laptop but it is on my friends laptop

I can not seem to make the bootstrap work on my laptop. I have already tried to add it locally. Here is the code which is linked over the internet through the link. I have tried everything. Attaching it in every way possible and it just doesn't make sense as to why it would work on my friends laptop but not on mine. I have searched all through google so you guys are my last bet . Please help !
