I believe pyodbc requires c++ to compile. That's why it's telling you that

Visual C++ 14.0 or greater is required. 
Get it with "Microsoft C++ Build Tools": 
https://visualstudio.microsoft.com/visual-cpp-build-tools/

Another option may be

pip install --only-binary :all: pyodbc
