I am tryin to install a pip module on my windows 11 computer. However I receive the following error message:

I have run upgrade pip and setuptools via following commands although they seemed to be updated the above problem is not solved:
python -m pip install --upgrade pip
pip install --upgrade setuptools
I will appreciate if you can guide me how to solve this problem.
