how to manage gradle version when it has errors?

Question

I tried to use emulator for my project, but It still can't work for few days. How can I work arrange this? and I tried to try related docs 'https://stackoverflow.com/questions/70694414/uses-sdkminsdkversion-16-cannot-be-smaller-than-version-19-declared-flutter-v2'.

and I think it's not working. still has same error. could give me some advice?
