Add pop-up in HTML Block of Concreate5

Question

I am using Concreate5 version 8.5.4 and PHP version 7.4 on my VPS. I want to add a pop-up of notice to my users.

When I am adding this code in Global Region > HTML Block then my site covered with black color and am not able to do anything.
