I'm rebuilding an image for a customer that uses a bespoke app that runs on startup. Since moving them to Win10IoT Ent about five years ago they've just had a shortcut in the shell:startup folder pointing to the app that they use and it's worked without issue since then.

They want to move to Win11iot Ent so I've been going through the imaging process and testing their software which has been surprisingly pain-free given that they plug 9 different peripherals into their units concurrently.

The shell:startup folder is still a thing in Win11, so I'm wondering if there's a registry key that's switched off by default in the stock IoT Enterprise image?

I will probably set up a service for the app, but the objective for the moment is to directly replicate their Win10 setup on Win11.

Does a registry key or local group policy exist? If so, where? Also, why is it disabled by default in the stock image?

Added a shortcut to the shell:startup as the admin user, but app does not start on boot and does not leave a trail in the event log.
