For one-off you could try downloading all field definition files with sfdx/vscode, copy over to other folder, deploy. Ongoing monitoring? of changes will be messy and apex isn't best tool for it. Including "if-modified-since" rest API headers - key thing being API! – eyescream Feb 02 '23 at 19:01
