For both Chrome and Chrome Canary, the caption language option isn't available.

I've downloaded Chrome Canary and tried everything i could find regarding flags and settings. But for the life of me, i can't seem to make the caption language option become available... Unfortunately OP didn't offer further details although this question has been asked in the comments at least a couple of times.
Does anyone have any ideea how this might work? Many thanks!
