For ref: I'm using VS Code on a MacBook 2020. Using id 'org.springframework.boot' version '2.7.13'.

I just had the same issue. I solved it by creating a gradle.properties file in the root of the project and adding this:

org.gradle.java.home=<myPathTo>openjdk@17/17.0.7/libexec/openjdk.jdk/Contents/Home/

Afterwards, I made sure that port :8080 was available, and then I succeeded running gradle bootRun / or executing it using the extension in VSCode.

Between every change I did, I ran the build.clean task which made it clear for me that port 8080 was occupied.

For 'org.springframework.boot' version '3.1.1' I followed a combination of the answer from Vifeng in this link and my answer above.
