Why tint is not applying on image but same tint is applicable on background image in css?

Why tint is not applying on image but same tint is applicable on background image in css?

So I tried applying tint using "after" pseudo selector on img but it is not showing any change.But when I applied the same on background image everything was working absolutely fine.WHY?
