I had a problem with encoding on my host server and then I changed my .htaccess file. But clients that already has cached page in browser should hard refresh page before see the changes. How could I fix that?

TL;DR: you can't really. You would have needed to set up your desiring cache/revalidation behaviour beforehand. If you left it unspecified and the client has now cached it indefinitely and doesn't check in with your server again, then there's nothing you can do server side. – deceze Aug 12 '23 at 11:36
