I have python installed from anaconda, and have been using it for a long time. I have come across a project where I require scipy 1.1.0 and older versions of keras and tensorflow. I did not want to change the verions in my original python so I decided to create a virtual env using
python -m venv new_env
I am able to create a virtualenv but whenever i try to pip install any packages I get the error

I can install new packages in my base python but I come across this issue when I try to do in my virtualenv.
I also tried to create a conda enviornment but it does not have all the packages I need. Is there something I am missing.
My config: Windows 10 Python 3.8.5

I created a virtualenv but cannot install packages via pip. I expected to install packages smoothly but could not. It shows an SSl error.
