Office Add-in for New Outlook - fetch error when debugging desktop app

Question

When debugging the Office Add-in from VS Code, I get fetch error using the desktop app, but no error using the web app.

Any policies or settings inside the desktop app that need to be set?

I would expect both the web and desktop app to be able to fetch without errors.
