My build works on Android 11 but does not work on Android 13 (tried on 3 devices).

same even with external JDK (recommended in Unity 2018.4 Documentation)
manual installation:
Error on android device: "App not installed as package appears to be invalid".
What i have done:
- Clearing GI cache
- clearing data of android device package installer
- manual Android Studio installation and Obsolete SDK installation
OFFICE PC: getting issue in both unity 2018.4.5f1 LTS & 2021.3 LTS (but not 2022.3 LTS)
but at Home PC, Unity 2020.3.1f1 & 2021.3.1f1 are working on Android 13 but my office PC's unity is not. same settings
