Could not add a new Scaffolded Item in Visual Studio 2019

When I try to add a new Scaffolded item or a Controller in an asp.net core project it is giving me the following error. The IDE I am using is Microsoft Visual Studio Community 2019 Version 16.9.2. There is already a similar question answered but it did not resolve the issue.

My project structure is as below.

The options for adding Controller and Scaffolded Item are visible.
